At its core, a Coordinated Community Response to Domestic Violence (CCR) places the responsibility of preventing or stopping domestic violence on the community as a whole. CCRs represent the notion that victims of violence should not be made responsible for the behavior of their abusers, but rather, that communities are responsible for keeping their members safe.
